Image PDFs vs searchable PDFs: what scans contain

· PDF knowledge

Press Ctrl+F in a scan and search for a word you can clearly see — no results. Not a bug: most scanned PDFs are pictures of text, not text. Understanding the two kinds saves confusion on both ends of the file.

What ToPDF produces, and why

ToPDF creates clean image PDFs. It does run on-device text recognition — that's how file names get suggested — but it doesn't embed a full text layer. For the tool's core uses (IDs, applications, receipts, signed forms) the checklist is visual fidelity and small trustworthy files, and image pages deliver exactly that with zero risk of OCR mis-text quietly riding inside your official copy.

When you genuinely need searchable

  • Archives you'll query by content (research notes, long correspondence) → run OCR software over your scans, preferably offline/local for private material.
  • Accessibility (screen readers) → text layers matter; born-digital PDFs are even better when available.
  • For finding files rather than lines within them, disciplined naming plus folder search covers most real needs — the habit that costs five seconds per scan.

Frequently asked questions

Can a recipient tell my PDF is image-only?

Only by trying to select text. Visually and in print, image PDFs are indistinguishable — and for verification purposes, the faithful image is the point.

Does image-only mean lower quality?

No — quality is the image’s quality. ToPDF’s pages are high-resolution and enhanced; “image PDF” describes structure, not fidelity.
